The Wireless Internet Service Providers Association of Pakistan (WISPAP.org) has submitted key recommendations to the Pakistan Telecommunication Authority (PTA) regarding the Local Loop (LL) Licensing Regime. WISPAP is calling for a modernized, technology-neutral framework that fosters broadband expansion, innovation, and fair competition.
In response to PTA’s Consultation Paper on Local Loop Licensing, WISPAP has urged the removal of outdated mandatory voice service requirements for LL licensees. Instead, it has proposed the introduction of an ISP-only Local Loop license, which would significantly accelerate high-speed internet access across Pakistan.
The WISPAP Chairman underlined how urgent this change is, saying:
Pakistan’s digital economy’s future rests on our capacity to adopt international best practices. Global regulators, including those in the UK, India, and Australia, have adopted technology-neutral licensing schemes that give priority to the expansion of broadband. Pakistan must not be left behind.
Key Demands by WISPAP
- No Mandatory Voice Services: LL licensees should have the flexibility to operate as broadband-only service providers without being required to offer voice telephony.
- Technology-Neutral Licensing: The framework should allow modern technologies such as VoIP, SDN, NFV, and cloud-based networks to enhance efficiency and reduce costs.
- Dedicated ISP-Only LL License: A broadband-only Local Loop license should be introduced to promote high-speed internet expansion, particularly in rural and underserved areas.
- Fair Numbering Resource Allocation: Numbering resources should be assigned only to LL licensees providing voice services, ensuring that broadband-focused providers are not burdened with unnecessary regulatory obligations.
- Protection Against Anti-Competitive Practices: To ensure a level playing field, PTA must put policies in place to stop powerful telecom companies from unfairly favoring smaller ISPs and LL operators.
The WISPAP Chairman stressed that Pakistan’s broadband future hinges on a regulatory framework that encourages investment, innovation, and cost-effective service delivery—especially in rural areas. He further stated:
“The regulatory landscape must evolve to attract both local and foreign investment in telecom infrastructure. A competitive market will ultimately benefit businesses and consumers alike.”
WISPAP has officially submitted its detailed recommendations to the PTA and is urging all stakeholders, including the government, industry experts, and the public, to support these much-needed reforms.
