The Pakistan Telecommunication Authority (PTA) has begun using its Web Monitoring System to block online content, affecting numerous websites, social media links, and mobile apps. According to a report to the National Assembly, the PTA has blocked 2,369 URLs and 183 mobile apps for exposing personal data.
The Web Monitoring System, acquired from a Canadian firm in 2019 for around $18 million, uses Deep Packet Inspection (DPI) technology to monitor and control internet traffic. This allows the PTA to enforce large-scale blocking and censorship, including on social media accounts accused of anti-state propaganda.
The Minister for the Cabinet Division noted that the PTA runs public awareness campaigns about internet safety and has proposed a Personal Data Protection Bill to improve data privacy. The PTA has also set up an E-Portal for government bodies to report issues, with 47 entities currently using it.
A Complaint Management System is available for the public to report illegal online content through the PTA’s website, mobile app, and email. The PTA reviews complaints and works with platforms like Apple Store and Google Play Store to address unlawful applications in Pakistan.
