The State Bank of Pakistan (SBP) has implemented an end-to-end complaint handling site called the “Service Desk System” to handle complaints from Regulated Entities (REs) about websites maintained by SBP, such as the Regulatory Authorization System (RAS).
Taking force from May 30, 2025, the SBP has chosen to switch between a web-based accessibility to virtual private network (VPN)-based access in order to improve the protection of Bp-hosted interfaces (RAS and Services Desks).

Banking institutions will need to get Multi Factor Authentication (MFA) permits in order to utilize these websites over VPN. In accordance with the specified schedule, Regulated Organizations (REs) are recommended to get the required MFA accounts to guarantee a smooth transition to VPN-based connectivity for RAS and the Service Desk will take place.
Additionally, through its Regulatory Authorization System (RAS), the SBP has computerized the whole process of accepting applications and suggestions from Regulatory Companies and communicating its regulation judgments.
