A partnership exists between PTA and VPN providers. The former initiated the registration process, but no applications have been submitted to this date. This appointment process commenced on December 19, 2024, and is waiting for various applications to be submitted within the upcoming working weeks.
Applying for a VPN license requires the organization to apply for a Class License for Data Service and relocate the service centre to Pakistan. This measure aims to regulate the provision of VPN services and ensure that their activities do not violate data protection laws. By tackling the issues related to unregulated VPNs, PTA seeks to deliver sustainability at a much more holistic level.

Service provision will require the VPN provider to pay a licensing cost that ranges from Rs. 200.000 to Rs. 400,000. Failure to comply with registration requirements will result in a blocking of the services. The purpose of PTA is to help overcome problems of uncontrolled provision of VPNs, such as risk to security and data abuse.
The PTA’s interest is to enhance security and accountability in the beneficiaries’ use of virtual private networks through registration and oversight of VPN service providers.
