Approval and Technical Review
Shaza Fatima Khawaja, Minister of State for Information Technology and Telecommunication, attested to Starlink’s existence. Elon Musk’s satellite-based internet company is now registered with Pakistan’s Security Exchange Commission (SECP). The Space Board Authority is assessing technical aspects, and Starlink has been informed accordingly.
Regulatory Framework Underway
The IT minister announced that a regulatory regime is being developed to facilitate all Low Earth Orbit (LEO) satellite companies, including Starlink, making Pakistan open to international providers. International consultants are assisting in creating policies to manage potential interference with local frequencies and ensure compliance.
Musk’s Confirmation and Regional Context
Elon Musk recently stated on social media that Starlink is awaiting Islamabad’s approval to launch in Pakistan. Officials highlighted that no other regional country has implemented LEO satellite internet, giving Pakistan a unique opportunity to lead.
Challenges with Internet Connectivity in Pakistan
Current Internet Struggles
Pakistan ranks poorly in global internet speed indices:
- Mobile Internet: Ranked 100 out of 111 countries with download speeds of 20.61Mbps.
- Broadband: Ranked 141 out of 158 countries with download speeds of 15.60Mbps.
The slow internet and bans on platforms like X (formerly Twitter) have been blamed on submarine cable faults and experimental firewalls, which have caused disruptions and financial losses in the IT sector.
New Undersea Cable: A Step Towards Better Connectivity
2Africa Submarine Cable System
In a significant development, a major undersea cable under the 2Africa Submarine Cable System is being laid to improve internet speed and reliability. Facilitated by PTA through Transworld Associates (TWA), the project features cutting-edge SDM1 technology, delivering a capacity of 180Tbps.
Timeline and Impact
- Phase 1: Shore-end installation at Hawksbay, Karachi, began on December 1, 2024.
- Phase 2: Deep-sea laying starts April 1, 2025.
- Completion: Expected by Q4 2025, providing Pakistan with 24 terabytes of bandwidth.
The enhanced bandwidth will bolster platforms like Facebook, WhatsApp, and Instagram, addressing long-standing connectivity issues and supporting economic growth in the IT sector.
