SpaceX’s plan to expand Starlink in India faces new uncertainty as regulatory concerns grow over whether the company will fully comply with local laws.
The company secured a license to operate in India in 2025 after years of discussions with officials in New Delhi. However, a recent Bloomberg report says the rollout has been paused after concerns emerged over Starlink’s reported availability in Iran without proper authorization.
SpaceX has pushed back on that narrative. In a social media post, Lauren Dreyer, vice president of Starlink operations, said the company remains in “active and productive discussions” with the Indian government. She also said reports suggesting a breakdown in talks are based on unnamed and unverified sources.
Bloomberg did not claim that negotiations had stopped, only that progress had slowed.

Any delay in India could matter for SpaceX as it moves toward an initial public offering. Recent financial disclosures show slower growth in Starlink subscribers, making new markets more important for expansion.
Starlink’s business model depends heavily on global reach. The infrastructure cost is largely fixed, while revenue depends on how many countries allow service and how many customers sign up. Access is controlled at the country level, and governments often impose strict conditions on telecom operations.
India has required local data storage and stronger network security controls. SpaceX has worked to meet these requirements. Still, some officials reportedly worry that enforcement power over the network may be limited, especially after concerns about unauthorized access in other regions.

Questions around Starlink’s control have surfaced before. Ukrainian military users previously reported service disruptions in 2022 during the war with Russia. The issue raised concerns about how much influence SpaceX can exert over access in conflict zones.
In Taiwan, Starlink discussions have also faced challenges. Reports point to political sensitivities and SpaceX’s approach to local partnerships as factors slowing progress.
